In community-based rehab, special attention is paid to the disabled person, the family and the community. It is also important to change the attitude of the community towards the disabled, in order to provide conditions for participation at all levels of society. In C.B.R, community officials are considering the suitability of the environment for the movement and activity of people with disabilities.

For a disabled child, conditions are provided to go to the local school. In this system, the cooperation between rehabilitation personnel and health workers in the field of informing the community plays a very important role. They can take necessary measures to prevent the development of disabilities, as well as provide the necessary services, with a timely diagnosis of disability.

What C.B.R at first sight should suggest is a community-owned program delivered by local authorities or local authorities and should be considered as a principle in all social, educational and health policies at all levels. In national politics, C.B.R covers part of the country's work to support individuals of all ages and in any form with disabilities, and is implemented in regional and regional levels of the C.B.R by providing referral and information services to communities.

At community level, the policy of joining disabled people is supported by a community that has the C.B.R program. In such a society, the role and responsibility of the people with disabilities and their families are responsible.
